Chief Finance (and Governance) Officer (CFO)
Job purpose
The Chief Finance (and Governance) Officer (CFO) is responsible for overseeing the financial health and integrity of the National Youth Agency (NYA), ensuring sound financial planning, management, and reporting. They also lead governance practices, ensuring compliance with legal, regulatory, digital and cyber security standards while supporting the board and executive leadership in maintaining transparency and accountability.
The CFO will manage our Director of Growth and support them to achieve ambitious income generation, commercial, grant and trust and traded services objectives.
- They will support the CEO and growth directorate in developing new business that enables the charity to meet its strategy.
- They will champion the NYA’s approach to equality, equity, diversity, inclusion and belonging (EEDIB), embedding it across the organisation.
- The post holder will oversee the measurement and reporting of the charity’s impact and ensure alignment with its mission and strategic goals.
- They will also support the CEO and Board of Trustees by providing insight and evidence to inform sound governance and effective decision-making.
- As the NYA continues to grow, the CFO will support the Chief Executive to deliver the charities mission, goals and objectives working with the board and Executive Leadership Team.

Responsibilities
- Develop and manage the organisation’s financial strategy, budgets, and forecasts.
- Ensure accurate and timely financial reporting and analysis.
- Oversee financial operations, including accounting, payroll, and procurement.
- Ensure compliance with financial regulations and standards.
- Lead governance initiatives and ensure adherence to legal and ethical standards.
- Support the Board of Trustees with governance documentation and reporting.
- Manage risk assessment and mitigation strategies.
- Coordinate audits and liaise with external auditors and regulatory bodies.
- Provide strategic advice to the CEO and senior leadership team.
- Promote financial sustainability and resource optimisation across the organisation.
- Drive the NYA’s digital strategy as we embrace new technologies to enhance our work.
- Report to the NYA Audit and Risk Committee and the Finance and Growth Committee to ensure trustees are fully informed. This will include supporting analysis and scrutiny of business decisions and processes to strengthen the charities governance and leadership.
- Partner with the CEO in ensuring that the mission, purpose, and priorities of the organisation are fit for the times.
- Work collaboratively across the Executive Leadership Team to implement and adapt the NYA’s strategic objectives. Embed a mission first high-performance culture across the charity that focusses on prioritising activities which maximise positive impact and employee wellbeing.
- Represent the charity as the senior figure responsible for innovation activities and revenue generation across all operations.
- Represent the NYA as a senior figure in strategic partnerships and sector-wide collaboration.
- Work closely with the CEO and Director of Growth to shape and pursue strategic opportunities that advance the charity’s mission. Spot synergies and identify new and novel revenue streams.
- Strengthen NYA’s visibility and credibility as a national body by contributing to external initiatives and convening thought leadership spaces.
- Manage colleagues within the NYA finance, digital, governance and growth directorate.
Requirements
- Professional accounting qualification (e.g., ACA, ACCA, CIMA).
- Extensive experience in financial management and governance.
- Proven track record in strategic financial planning and reporting.
- Experience working with boards and senior leadership teams.
- Knowledge of charity sector financial regulations and governance practices.
- Experience in leading and managing a staff team effectively.
In addition
- Act as an NYA Brand Ambassador, representing and promoting our work at events, conferences, and through networking. Be a positive representative of NYA and undertake other duties as required.
- The post holder may be required to attend events and conferences on behalf of NYA and must be a good representative of the work it does.
- Complete any other tasks as required.
